Dean decides whom to invite for campus interview?

A few days ago, I received an update from my "dream university," tt-position. They told me that they have to provide the dean with a list of the candidates they have met at our conference, including their assessments, and that subsequently the dean will decide whom to invite.
Is this the way it is done?(1) It is not the search committee's decision? Or is this just a formal step? *confused*
(1) Done at certain types of universities? My dream u is a public u, rated "RU/VH: Research Universities (very high research activity)" by Carnegie.

Our university does this. It's unusual for deans and administrators to go against the wishes of the committee, however. Nothing is formal and final until the boss signs off on it, be it the dean or higher.

Yes, I heard this from one of my top jobs, too. The dean crosschecks a written assessment of the candidates (submitted by the SC) with the original job ad to make sure these really are the candidates who best fit the position. It slows things down, but I actually don't mind. I really get annoyed when candidates who specialize in a completely different area get the job just because they had connections. This might be a positive development.

Here, sometimes it's a rubber stamp, sometimes the admin. has different priorities that the department. It can be VERY frustating.
