There is no specification beyond it being a working chip (so that each of the subsequent procedures can be traced back). If it cannot be read in Europe, you may have to rent a scanner to bring with you. I rented one from Avid for $20 a month but it turned out that the pet facility at Manchester Airport had a scanner that could read it (the London airports probably have all types covered, but be sure to call and check). You'll just need the one scan on this side to ensure that the paperwork is attached to that particular furry creature, and then you can send the scanner back.
