It's a display about making difficult choices and having the integrity to follow your principles to their conclusion. All the people on the wall are people who were born to privilege and risked their lives and fortunes for what they believed in.
The professor and I actually had a discussion one long afternoon about whether Rommel deserved to be up on the wall. We decided he qualified because of the way he told his servants to stand down and not fight when the Nazis came for him. In the end, he decided not to include the FM because it would generate far too much controversy.
The flags are just decor for the pictures.
