Based on my cursory search of this forum, it seems that those in administrative staff positions are expected to make more than an assistant professor. Does this rule of thumb apply to a PhD in the IT department whose job may include software (CAD, GIS) support to staff and students, database support, management of computer labs, etc...?

Take a look at the salary data on the Chronicle site.  In general, yes, but this is also institution-dependent.  Some institutions want greater depth, others want greater breadth, and some just want someone to keep the e-mail up and running.

I think you will find that it depends greatly on the institution.  I worked at a SLAC where the VP of computer services made less than a middlin' software engineer in industry.

I'm on the IT staff at a slac.  I know I make more than some faculty, especially in the humanities. However, there's no career path.  I can't get promoted and there's no merit pay of any kind. These kinds of benefits are available to faculty. I'm sure this varies by school somewhat and I should emphasize that my salary is not dramatically higher than faculty's.
