I am sending an abstract of a paper to a meeting, and the instructions say that all proposals must be accompanied by name, contact information, and a brief cv. What the heck is a "brief cv?" I thought that a cv, by definition, was supposed to be exhaustive, not brief. And what would they use my cv for, anyway? Do they really mean a brief bio for the program?

In this case, it would be a one (or two) page CV with just the most important info.
Many calls for conference proposals and grants use these.
Put in your job, degrees, and pertinent publications/performances/presentations. Make it focused to fit the interests of the reader. For papers, you might want to list a couple and have "Selected papers from XX number published". The same for grants--put in your total number of grants OR your total $ funded. They are looking for your track record.
I have several of these covering my different specialities.

As "schoolmarm" says, these are commonplace -- the big grants (in my field, NEH, Guggenheim, ACLS, etc.) ask for a "one-page" c.v. So of course it's focused to show one's qualification for the grant proposal. As in: doctorate (institution, date) but not previous degrees
current position (but not previous positions)
books (all of them)
selected articles (recent ones that have to do with topic), concluding with a sentence "other articles and reviews in" and a listing of all the journals, in a single sentence (not taking up a whole line for each)
selected recent presentations (keynote addresses and conference papers focused on topic)
and if there's room, sentence (rather than list) descriptions of previous grants, or impressive service, or other things that directly support the project.
