I think this is terrible.
Any teacher is a god given advisor to a student. If you know this is a recurring request, you should summarize the facts on a sheet (e.g., SAT needs, good references from courses where they get "A", good GPA, etc) with websites for possible transfer. Once they have this insight, students will refocus.
As someone said,"to be unsupportive teacher is against american spirit". may be a strong statement. Definitely your students deserve more than cold shoulder, and you may have to find ways to help without a heavy toll on your time.

Don't agree with oldie.
I believe you did the right thing by involving yourself with the student only insofar as you can help her/him. Referring to another, better source is perfectly legitimate.
If I come to you (not a mechanic) and ask you to fix my car, what's best? You trying to fix my car or referring me to an auto repair place with a good record of fixing cars properly? I'd claim the latter.
If a student want to transfer, let them try. You are not paid by the head anyway.

Well at least you've experienced some success, oldie. I certainly have not had any with regard to automobile maintenance.
