US research ratings

Can someone briefly describe the US system of rating universities according to research? I keep hearing about "research 1" universities, etc. What's the system, and how does it work? Who does the rating? Does this relate to particular departments (as it does here in the UK) or to the whole university? How do you feel that the tenure process is related to this?

research 1 is actually an old designation.... but it is still how many faculty imagine their universities, or not.

you also want to check the nsf grant rankings and depending on your field and interests the nih grants ranking.
