I'd give her the I.  Although I know sometimes incompletes seem to get abused (at least they did in my graduate program.)  At one time I needed this option and was grateful.

First I would find out what are the particular administrative policies for the "I" at your institution.

Then I would note--although I have given "I"s to student in similar situations, they have NEVER completed the work and end up with an "F".  Assigning a "W" can be a tough-love kindness.  (But in situations where the student has an acute emergency at the very end of the semester and only missed one test, those incompletes DO tend to be made up).

Since you are considering visiting the student anyway, you might ask her what she prefers.
