Bush Nominates Environmental Chief, a Former Governor, to Cabinet Post Overseeing NIH

President Bush nominated Michael O. Leavitt on Monday to serve as secretary of health and human services in the president's second term. Mr. Leavitt has been the administrator of the Environmental Protection Agency for the past year, and before that he was governor of Utah.
