The final report from the federal Commission on the Future of Higher Education recommends sweeping changes to make colleges and universities more accountable to the public and more innovative, but the report is short on specifics. How should higher-education leaders and state officials respond? Which of the report's many ideas should they focus on? In working with the Education Department to negotiate new rules based on the report, how can those leaders make their voices heard? Is the report likely to lead to historic changes in higher education?
