Steve Koonin's initiative is commendable, but it should not be pursued only by Cal Tech but by all universities and research institutions. Indeed, it is being pursued implicitly by all researchers who submit their preprints and reprints to the Los Alamos Physics Preprint Archive http://xxx.lanl.gov
