I feel that the university should be liable to a certain degree. Although I know for a fact that no matter how hard you try to prevent drinking on campus, the students will find some way around it. Therefore, it would be difficult to hold the university responsible. The bar and fraternity, on the other hand, are probably promoting binge drinking and, therefore, should be held responsible.
