Is there a parallel between this question and the division between studio art and art history and criticism? At what point is a student sufficiently steeped in history to begin making his or her own contribution? I suspect that the change in teaching is a reflection of the times, as interest in heavy criticism wanes, creative practice increases. With luck, it will lead to an unanticipated form of scholarship or creative practice.
