Chief Cummings may have hit the nail on the head. Many of the root causes of crime the police can't and shouldn't do anything about. What we can and should do something about are the symptoms such root causes may give rise to. By doing so it is possible that we will keep the root causes from expanding any further. Besides, most decent citizens want their neighborhood protected, cleaned up and safe. The "bad guys" are able to exist in "broken windows" communities.
