BACKGROUND

'Broken windows' treats the symptoms of disorder in an effort to stop the evolution of disorder into chaos. Admittedly, treating symptoms may disregard cause or the root problems, however, it may/could form the environment for the potential of change in establishing a new order. To this writer the questions we must answer is what form the new order will take, how will such an order be applied and will a new order evolve, or simply be a stop-gap for entropy.
