I think that the whole issue here is simply comfort. I couldn't work here the whole day in the library without something to drink at my desk. I also do the same at home when on the computer and handling library books. I will not expect less for our patrons. For something that is so simple as this it actually saves staff time by not having to waste it on trivial enforcement, and allows everyone to focus on what's important.
Providing a place to acquire food and drink will make it easier for our patrons, make them happier, and improve our image. All I see are benefits.
