The latest news from Michigan State University is scaling back its operations in Dubai only underlines something we know all too well: internationalization is difficult. Many, many universities are looking to set up overseas operations but the barriers to successful operations overseas are legion. Here are five.
First off, there is a problem of funding. Barring the lucky few, most universities are marginal financial operations, producing but a small surplus on turnover. Thus, the amount of spare cash that they have at their disposal at any time is often remarkably small. Of course, it is always possible to borrow but sometimes that simply compounds the problem, exposing the institution to even more risk. Even when host governments lay out capital for basic physical infrastructure, financial risk is often compounded by credit risk.
Second, host governments often want quick results and only rarely are willing to fund lavishly. When results aren’t forthcoming they can become impatient. So political risk is always a factor that has to be considered too.
Third, the market for students who wish to attend these institutions and are of the requisite quality is often uncertain too. All the demand analyses in the world cannot get over the fact that what is being attempted is as much to form a market as to respond to it and this is always risky since there is no reliable means of counting something in formation.
Fourth, finding staff who want to teach overseas can be challenging. Different universities have tried different tacks but the fact is that all strategies tend to be expensive.
Fifth, it is easy to produce managerial stretch with top managers spending so much time setting up overseas that they have no time left for home duties, so to speak.
I am sure there are other risks, too. In a way, then, I think we ought to be impressed by the number of universities who have already set up operations overseas or intend to. There can be all sorbarriers to ts of benefits, of course, from projection of an international image to producing an expanded alumni base. But I suspect that underlying such impulses may be more rather more idealism than the critics are willing to grant. For all the brickbats from all kinds of constituencies, universities still do march to a different drum.
In this regard, I was struck by Drew Faust’s recent speech at Trinity College Dublin, an impassioned plea to open the “gates of the access to knowledge” all around the world. Coming from the president of Harvard, this might all sound a little too easy to some. But I don’t think so. In the final analysis, it is, I suspect, the sentiment underlying so much internationalization.
Surely, that is no bad thing at all.

This is an excellent analysis of setting up branch campuses abroad. It unintentionally raises one of the confounding issues of internationalization. From a university perspective internationalization is typically defined as what the university does for its students and faculty. The impulse to establsih branch campuses often flies under the banner of internationalization, but is more accurately characterized as the “globalization” of higher education with free flows of information, students, and capacity. These operations actually do remarkably little for the students of either the home or the branch campus in terms of their preparation to live and work in the world of today. Some do provide opportunities for faculty, but this is tangential to the major thrust of the organization.

There’s also the fact that, despite the rhetoric of internationalization, what is really being offered is a militantly American version of what academia is, without adapting itself in any productive way to the local milieu. There are good and bad things about the American way of operating, but when you try to transplant it most of the bad things predominate.
