A number of legislators say South Dakota needs a proposed high-speed network, called I3 Internet, if the state wants to lure research laboratories and the like. But Mike Rounds, the state's governor, has made no accommodation for the upgrade in his newly released yearly budget, according to the American News of Aberdeen.
