Laptops for Libya

October 11, 2006, 3:01 pm

Qaddafi went so far as to mention the possibility that Libya could pay for Africa’s poorest nations—like Chad, Niger, and Rwanda—to get their own $100 laptops, Mr. Negroponte says. —Brock Read
