A federal grand jury has indicted eight people for allegedly committing mail fraud by running online diploma mills called James Monroe University and St. Regis University, among others. The defendants allegedly operated elaborate Web sites designed to foster the impression that the colleges had overseas campuses, and they allegedly tried to hire Liberian professors to answer phone calls.
