The U.S. Education Department is proposing to study which aspects of clinical teacher training lead to higher average test scores among the teachers’ students. Notice of the study, to be announced in Friday’s Federal Register, comes as the department and stakeholders are crafting a package of rules governing teacher colleges. The secretary of education, Arne Duncan, has suggested that teacher-training programs be held accountable for how well their graduates’ elementary- and secondary-school students perform on standardized tests.
