Report Calls on State Lawmakers to Pursue Higher-Education Reforms

The American Enterprise Institute on Monday released a report that calls on state lawmakers to embrace higher-education reforms in an era of tight budgets and increasingly popular questions about the return on investment in a college degree.

The report is accompanied by a set of 11 recommendations that include tying a significant portion of an institution’s state support to student outcomes, allowing outside providers of programs and courses to enter the market more easily, and creating systems to track graduates’ performance in the job market.

“Each of the reforms we have discussed will likely meet opposition from established interests—college leaders, faculty, and even the governing boards that oversee them,” the report concludes. “But the current system does not serve other constituents—like students, families, and taxpayers—particularly well.”
