Congressman David R. Obey of Wisconsin, chair of the U.S. House of Representatives Appropriations Committee and of its education subcommittee, announced today that he would not seek re-election. As chairman of the education panel, Mr. Obey has consistently provided increases in support for student aid and research. His departure could make it even harder for Congress to pass its annual appropriations bills in an election year.
