A previously unknown accuser has filed the first civil lawsuit against Pennsylvania State University and Jerry Sandusky, a former defensive coordinator of Penn State’s football program, in connection with the sexual crimes against young boys that Mr. Sandusky is accused of. The new accuser is not identified in the complaint, which was filed on Wednesday in state court in Philadelphia and also names the Second Mile, a charity founded by Mr. Sandusky, as a defendant. Jeffrey R. Anderson, a lawyer for the plaintiff, said the lawsuit was more about illuminating “institutional concealment” at Penn State and Second Mile than punishing Mr. Sandusky, The Wall Street Journal reported. The lawsuit accuses both organizations of “negligent oversight” of Mr. Sandusky, contending that they had reason to know of the risk he posed to children and failed to manage it.
