Major-college athletic departments will be allowed to offer multiyear scholarships to players, after an override vote by Division I colleges narrowly failed. Opponents of the legislation, which was approved by the NCAA Division I Board of Directors last October, needed a five-eighths majority of Division I colleges and conferences to overturn it. The opposition vote fell two votes short, with 330 colleges voting.
