The college’s president, Carolane G. Williams, said she had been caught off guard by the board’s abrupt action on Tuesday. But board members said they had been contemplating a new leader since the summer and were concerned about a sharp decline in enrollment this fall. Gov. Martin O’Malley of Maryland replaced a majority of the trustees last year in an effort to turn the college around after a series of problems.
