John C. Cavanaugh, who has led Pennsylvania’s 14-university State System of Higher Education since his appointment, in 2008, will depart the group at the end of February to lead the Consortium of Universities of the Washington Metropolitan Area. In his new role, he will lead a group that includes 14 institutions in the District of Columbia region. The Pennsylvania system has been locked in a contract dispute with faculty members, who have been working without a contract since June 2011.
