Concerned that too many community colleges are not offering federally subsidized student loans, the Obama administration sent a letter this week to community-college presidents from Jill Biden, wife of Vice President Joseph R. Biden Jr., reminding them of loan-forgiveness and income-based-repayment programs that make it easier for low-income students to pay back the loans. Community-college leaders appear to be avoiding the federal loans out of an unfounded fear that their institutions will be hurt by high default rates, according to a fact sheet that accompanied the letter. Ms. Biden teaches English at Northern Virginia Community College.
