In the set of recommendations, “These rates areparticularly disturbing when coupled with the fact that states pay approximately $1 billionannually to provide remedial education.33″What percentage of the entire budget is the $1 billion annually? How else then is the remainder of the budget specifically used, if __% is for practice courses/on-the-job training courses/developmental education courses/transition courses that are called remedial in the set of recommendations? Are those percentages for the result, the best use of that total percentage of the annual budget?

The first thing the governors should do is to pledge to raise the level of their states’ support for higher education from the abysmally low levels to which it has fallen. If South Korea and other initially poor countries can raise themselves by making a financial commitment to education, including higher education, there’s no reason that West Virginia and Mississippi (and maybe even California) can’t do the same.
