Indiana colleges have been flooded with queries from international students worried they could lose financial aid under a new state law that says public assistance for postsecondary education is available only to U.S. residents or “qualified aliens.” Overseas students on visas are not included in the definition of qualified alien, but college officials and the legislation’s sponsor say the measure, which took effect on July 1, was meant to single out illegal immigrants and will not affect foreign students in the country legally. Still, the law’s unclear language has alarmed international students who are concerned they could lose tuition waivers, graduate stipends, and fellowships.
