Federal support for science and engineering research at colleges and universities dropped in the 2007 fiscal year, but it fell more drastically at historically black, Hispanic-serving, and tribal institutions than on other campuses, according to a brief report issued on Tuesday by the National Science Foundation. Overall federal spending on such research declined by 0.4 percent from 2006 to 2007, the report said, but at black colleges the drop was 8.6 percent, at Hispanic institutions it was 1.6 percent, and at tribal colleges it was 13.2 percent.
