The Education Department is forming rule-making panels to craft new regulations governing student loans and teacher-preparation programs. The first panel will consider changes in income-based repayment plans and explore ways to streamline the process of applying for loan discharge based on total and permanent disability, among other things. The second panel will re-examine reporting standards for teacher colleges and weigh eligibility changes for the Teach Grant program. Each panel will meet three times, starting in January.
