Education Dept. Is Said to Be Planning Crackdown on Fraud Rings

The U.S. Education Department is taking steps to root out fraud in the federal student-aid programs, with new rules likely next fall, college lobbyists say. The department could announce plans to hold a rule-making session on “Pell runners” and fraud rings as early as next week.
