Sri Lankan Official Says Foreign Universities Welcome If They Offer Students Aid

Foreign universities can set up shop in Sri Lanka if they provide financial aid to local students, the country’s higher-education minister said this week, reports The Island, an English-language newspaper. The minister, S.B. Dissanayake, told Parliament that the institutions should be required to provide scholarships to 20 percent of the Sri Lankan students who enroll. Tax revenue from foreign higher-education providers would be used to improve the public-university system, which needs a major overhaul, he said. “The entire university system is in crisis,” Mr. Dissanayake said. “Nobody is happy, and everybody is calling for reforms.”
