Russia’s Prime Minister Calls for Faster Modernization of Higher Education

Russia needs to quickly modernize its higher-education system, better connecting it to industry and making it more innovative, said Prime Minister Vladimir Putin of Russia in a meeting with the country’s university leaders Wednesday. Mr. Putin called together the officials in part because of the latest Academic Ranking of World Universities, in which few Russian institutions were represented. Russia has dedicated billions of dollars to fuel changes in its universities and research institutions, but the efforts have been slow to gain traction.

    The country’s higher education system is dragged down by persistent, rampant corruption (which results in misappropriation of most of the funding, I would venture) and the low quality of the Soviet-educated professoriate in social sciences, humanities, and applied fields like management and law. 

    At the same time, Western-educated doctoral degree holders have to jump through hoops to get their degrees recognized by the Russian agency who monopolizes this service, and a doctoral degree from a U.S. or British university does not, under their rules, translate to a terminal Russian degree.  This, in addition to corruption in hiring processes, makes it impossible for these individuals to get hired at Russian institutions – and in turn, hurts the Russian institutions’ productivity in internationally recognized publications and collaboration with the industry.

    No wonder Russian institutions don’t make it to the rankings!

    I like this article. There is no point in just learning theories and regurgitating them and well used arguments just to pass a course. It is important for these students to analyse ideas & theories and to develop their own views on how to make a positive contribution to education and society. It is wonderful that Marybeth is prepared to share her own past disappointments in order to encourage others to give their think more critically.
