The Australian government has delayed introducing legislation to create a new higher-education regulator following criticism by universities.The delay will most likely mean that the Tertiary Education Quality and Standards Agency will not begin operating in July 2011 as originally planned, The Australian newspaper reports. The top universities had complained that the government needed to be more public about its decision making.
