A political-science student at Concordia U. Saint Paul holds an agenda of student-written legislation during a visit with state lawmakers.

When Amal Younis, a senior at Concordia University Saint Paul, learned that lawmakers in Minnesota could get away with drunken driving while the Legislature was in session, she was surprised.

"When you think about the Constitution and laws," she says, "there shouldn't be this kind of loophole."
