Washington College, here in a quaint town on Maryland's Eastern Shore, can seem a world away from Washington, D.C., But this small liberal-arts college's president, Mitchell B. Reiss, has his eyes squarely focused on the nation's capital.
As a foreign-policy adviser to Gov. Mitt Romney's presidential campaign, Mr. Reiss hopes to bring about a change in the White House.
