The political-science department at Yale University just added 11 new professors to its lineup -- 10 at the junior level.

Ian Shapiro, the department chairman since January 1999, is the man behind the baby boom. With a cohort of senior talent already on board, the chairman decided it was time "to invest substantial resources in the next generation."

Invest he did. Eight of the 10 assistant professors
