Who Decides if a Course Has a 'Hostile' Environment?

In Robin Wilson's article "Supreme Court Rejects Appeal of Professor Suspended for Crude Language" (November 2), issues of academic freedom and freedom of expression are discussed. There is a delicate balance between maintaining a professor's academic freedom and maintaining an environment that is conducive to learning. Yet it concerns me, not only as a community-college instructor but also as a supporter of free speech, that a few representatives of a college can take
