White House Urged to Abandon Proposed Revamping of Pell Grants
College lobbyists are trying to persuade Clinton administration officials to abandon a proposal to revamp the Pell Grant program as part of the president's fiscal-2001 budget request.
Last month, administration officials disclosed that they were considering asking Congress to create a pilot program designed to attract more low-income and minority students to college and increase retention rates for them, chiefly by "front-loading" Pell Grants.
