Arlen Specter stares like a steely-eyed soldier on a long mission, surveying the packed Congressional hearing on stem-cell research. It's the fifth one he's called in 17 months. His objective -- an end to a federal spending ban on such research -- is still months, if not years, away. But the 70-year-old politician never looks worn, never gives ground.
