A 'wacky' Web site has a college facing serious questions about free speech and privacy
When Mark Phillips and some friends founded Wacky Warrick — a Web site that mercilessly spoofs Warrick L. Carter, the president of Columbia College Chicago — their goals were fairly modest. "We were just thinking of putting together a small cartoon that we'd find funny," Mr. Phillips says.
