Newcombe's essay on the National Institute of Child Health and Human Development's Study of Early Child Care and Youth Development is not the first attempt by a social-science commissar to define the correct and incorrect questions to be asked with regard to child care in America ("The Truth of the Mommy Wars," The Chronicle Review, October 19).
