West Virginia Lawmakers Vote to Revamp College System

West Virginia lawmakers approved a sweeping higher-education bill last week that would replace the state's two governing boards with a new panel and eliminate a formula for distributing state funds based on enrollment.

The bill has been sent to Gov. Cecil H. Underwood, a Republican, who is expected to sign it.
