BUDGET DEAL: The U.S. House of Representatives has approved a budget resolution that would provide an increase of about $840-million for health, education, and labor programs over the current year. In February, President Bush proposed cutting those programs by $4-billion. Spending levels set in budget resolutions are ultimately symbolic because the measures are not binding.
