Virginia Tech Panel Holds First Meeting
Gov. Timothy M. Kaine of Virginia urged members of an independent commission investigating the massacre last month at Virginia Tech to dig deep into the events of that day in order to help form policies to avoid another such tragedy.
"We owe it to the victims," Governor Kaine, a Democrat, said at the Virginia Tech Review Panel's first meeting, held in Richmond this month.
