When Vu Huu Hieu picked up his bags and headed abroad to earn a master's degree in chemistry, he joined the thousands of Vietnamese seeking advanced training unavailable in their own country. With plans to come home to teach and do research, Mr. Hieu thought that — in a country desperate to modernize its universities and retool its industries — his future was set.
