Vermont Governor Promises Support for Colleges
Gov. Howard Dean of Vermont showed up unexpectedly at a student rally last week and promised a big budget increase for public colleges in the state, which ranks 49th in the nation in per-capita state spending on higher education.
The Democratic Governor said the money would come partly from an unusual state fund that gives financial aid to Vermonters who attend colleges in other states. The portable aid -- some call it a voucher -- has been studied by
