U.S. Proposes New Rules to Protect Human Subjects of Research
President Clinton has proposed new rules to protect the rights of people who participate in classified, government-sponsored research.
The proposals stemmed from a 1995 report that found abuses and ethical lapses in secret government research conducted during the Cold War. The new rules would close loopholes that allowed scientists to conduct some experiments without obtaining the consent of their subjects.
